Disable DOS “always suspend” mode

I have been racking my brains with this problem:

When I run any DOS program via a shortcut or call up the DOS prompt
under Windows 95, I cannot change the MISC property for BACKGROUND mode
to disable “always suspend”. I can change the setting once, but when I
try to re-run the shortcut, it is set back to “always suspend” mode.

Anyone have any ideas?
