Disable double clicking on StartMenu?

Hello,

I have noticed in a Windows 2000, fresh installation with no other software installed you can go to your start menu and ?double click? on a folder. Example when I double click on ?Programs? or the subfolder ?Accessories? folder it will open that folder in my profile. Then I just keep going up a level to get all the way to root c:. I want to disable this feature. With this feature users can just double click a folder, go into it and delete or add anything they want to thierstart menu. They can also move up to a higher directory and view and make changes. I would like to disable this in a way other that NTFS Permissions or the ?Restrict Drive Access? Group policy. I would like to do it through the registry if possible, I have yet to find the correct key.
