Disable firedaemon.exe and setup securit

How do I:

– Setup a Windows 2000 machine to never run a specific file or service (i.e. firedaemon.exe)?

– Setup a Windows 2000 machine to have a security policy on it, so I can track who logs in/attempts to log in?
