Disable Plug and Play

I want to disable PNP(Plug and Play) in windows 2000. My requirement is, Windows 2000
should not detect any new device at the same time device manage should list already existing devices.
In BIOS, i gave “no” to the “Disable PNP with OS” option. But still win2000
detecting new devices.

When i disable plug and play servies, device manager didn’t list any devices.

Can anybody help me out?
