Disabling Internet Connection Wizard

I am an systems adminastrator for a university. We recently switched over to win2k. All of our users are being plagued by the same problem. Everytime a user opens IE, they get the internet connection wizard. And it not only runs for them, but for every user that uses that machine. When someone uses a different computer, they get the same error. How can a disable the wizard? Everyone will connect via the lan.
