Disalbing Control Alt Delete @ Start Up

In Windows 2000, how do I disable the Control Alt Delete step in startup?
I have downloaded MSCONFIG for Windows 2000, and I do not find any place that I can disable this.
Any help that you might give me would be greatly appreciated.
