disappearing CD Drive

I decided to reformat a Win 95 PC.
I used fdisk to delete the primary partition and then created a new one.
I formatted the drive.
I booted off a floppy with CD a driver and began the windows installation. Everything went normally until about halfway through when setup asked me for the location of its files (on the CD of course) and I discovered that the CD drive was no longer available.

What happened and how do I get around it?
