Disappearing Desktop Icons in NT 4.0

We are having a problem with desktop icons disappearing when installing new PC’s. We are using NT4 with SP6a. The icons are always present when using the administrator login, but disappear when users log in, and can’t be restored via any of the usual methods such as Display Properties, etc. HELP!
