disk clean up

I have an Aopen PII 350 running w2k pro. Single HDD, system partion is 4gig NTFS with about 1.2gigs free, 2nd partition is 2 gig FAT32.
Here’s my problem, when ever I try and run disk cleanup it starts but never moves past “disk cleanup is calculating how much space you will be able to free” the HDD is going like crazy but the status bar never moves. Works fine when I do it on the D: drive, this problem only exists on the C: drive.
I have ran scandisk and found no problems, I have all the latest service packs and updates installed.
Anybody have any idea’s??
