Display Properties

I’ve just started using W2k, and i have about 10 users on this system. One of my Autocad users will bring up the display (either from control panel or right clicking on the desktop) and the only tabs available are Web, Effects, and Settings. He can’t change his scheme, his background (wallpaper, etc.) nor can he change his password. Currently he is a mamber of the local administrators group. Has anyone heard of this? He also is set on a local profile. Thanks.
