DLL Error in USRMGR.exe

How can I remove a DLL error message that appear every time that I opened USRMGR.EXE ( user manager for domain)..

This is part of the MSG:

USER MANAGER FOR DOMAINS:USRMGR.EXE -UNABLE TO LOCATE DLL………….
