DNS BLues

I have a client who is on a statewide WAN running 98 workstations. The problem is that some of thier stations can get to a site perticular site but others cant. I have verified it is a DNS issue but am looking for possible suggestions to fix the situation. I have already hardcoded in thier DNS servers but that seemed to have only worked intermittly.
