Don’t show Control Panel on Windows 95

I have Windows 98 workstations setup so that the Administrator can see the Control Panel in Start Menu and Explorer but ordinary users cannot see it.
This was achieved by adding the Remote Registry Service, enabling User Profiles and defining the permissions in Policy editor. It works fine.
How can i achieve it with Windows 95? I have enabled Remote Registry etc as above but all users have access to the Control Panel. I would be grateful for any suggestions.
