DOS driver for USB interface

Is this impossible? Has anyone written a DOS driver for USB? The reason is that the best portable backup is a USB tape drive. When Windows doesn’t start, how do you backup 5 GB before formatting the hard drive? Some users still don’t backup their data! This problem only occurs for power users, as Windows 95 users would probably only need a 100MB parallel ZIP drive.
