Download Hell

Hi there i need help!
I recently download a screen saver and it did horrible things.
i lost control panel etc but windows still loads.
Now for some reason my printer wont work. i can still use pc surf net, word process, play games (but not minesweeper,hearts,etc).
i want to wipe hard drive and start over. but i have no recovery cd.
Tried to get one from time but cant.
This is the 1st place i’ve been to, i hope some can help or even give me any info where and if i could get a recovery cd (TIME PC).
