Download problems with IE6

I have a client whose IE6 is unable to download files, any files, any format except windows updates. All else works fine. All privacy, Security, Content areas are set to default. Windows 98 has been updated and appears to be running fine. No hardware issues were noted. I have been unable to correct this problem. Is there a fix?
