Drive letter assignment

I have a old 486 that i want to use as a proxy server it has win 98. This is the problem I have a 20 gig scsi harddrive that was C, Then for an experiment I added a 2 gig Ide drive. Now typically the Ide should of become D, it did not the scsi became D. Is there a way in windows and not bios that I can redirect the drive letter assignment?
