Dual CPUs, one busy, one not

Database server.
Two CPUs, Windows NT 4.0 Server.
60% average CPU usage.
90% on one, 30% on the other.
Why wouldn’t the OS balance these a little better? The 1st CPU spikes periodically, the 2nd one never does.

Any help.
