Dual CPUs, one busy, one not

Database server.
Windows NT 4.0 Server.
Average CPU utilization is 60%.
1st CPU averages around 90%.
2nd CPU averages around 30%.
Shouldn’t NT handle SMP better than this?

Any comments.
