Dual Display in Windows XP

I have a user with a Windows XP laptop computer. He wants me to buy a flat panel monitor that we will hook up to the external monitor port. He then wants me to configure Windows XP so that each monitor will display a different desktop, each with its own start menu, etc. He does not want me to stretch the desktop horizontally or vertically between the two monitors, and he does not want one monitor to mirror the other monitor. Is this possible with one video card? If so, how is it done?
