Dual video in WIN 98/ME

OS= Windows ME
Processor = Duron 700
MB = Asus A7V
1st video card ATI Rage Fury 128 AGP with s-video out
2nd card = SiS PCI card

The customer needs the system to boot from the PCI card so they can show stuff like Power Point shows on the S-video (TV).

WIN will use the AGP card as primary and the PCI card as secondary with no problem. The other way around, though, will not work.

Any suggestions? The PCI card is not in slot 1. The BIOS is set to PCI as first card.
