Duplicate devices

I have a machine running w/98 & in the device manager it is showing duplicates of nearly every device & they are all conflicting. How do i remove one set of devices. The help page said to delete both, re-boot/re-load device but every time i re-boot it re-loads the device twice again.
I would rather not have re-format unless i have no other options.
