Duplicate IP Addresses

I have installed a Windows 2000 Server as the domain controller on a LAN running Windows 95 and 98 Workstations. I have set up DHCP for addressing but from time to time the server assigns workstations its own IP address (192.168.0.1, thus of course conflicts. How do I eliminate this duplicate IP addressing?
