Editing the separator page (pcl.sep)

I’m wondering how I can edit the separator page pcl.sep on a Windows 2000 (print) Server to include a string of text. I’d like it to say: “Please discard of this paper properly, don’t leave it by the printer.”. This text should show up on all users print jobs.
How can I edit the pcl.sep to do this? How can I make the text come out in bold lettering and 14 points letter size?
