eliminate windows desktop ?

Our company uses Window 98 PC’s to run custom software that starts in STARTUP folder and thats
the PC’s only purpose. We do not have the source code. I need a way to eliminate windows desktop if someone exits the intended software. Can windows be started without the desktop? We don’t need any Windows features, only the OS.
