Emails from UK.

My company has Windows 2000. I get a lot of spam emails from the UK and other countries. Half of which I can’t read even if I wanted to. How would I go about setting up a rule in Outlook to prevent getting email from another country. I always put them in my junk email file, but I’m sure it is quite full. How would I get to the junk email file and does it take up a lot of space?
