EMI Testing

Hi,
This is the first time I’m posting.
I build computers locally for hobby and a small income supplement. I’ve been reading about EMI levels radiating from components. Can someone tell me (1) how critcal is EMI levels (2) what kind of equipment is used to test EMI levels and (3) symptoms and effects of excessive EMI levels.
