Enable USB ports in BIOS/CMOS?

I am running an 1800+ AMD chip on an I-Will KA266R MB, Win XP (pro) SP1, 256 M DDR Ram, 120G HDD, and a new BIOS chip from Award/Pheonix. I have already spoke (long distance) to the BIOS chip, and probably have to call again. I installed the new chip, and was having problems with boot time and USB ports. Chip people suggested a reload of winXP. I did not only a complete reload, but also re-formatted. Still same problems. The USB ports on MB work fine. Added USB PCI card is recognized, butdoes not work when adding devices: Zip drive, ext HDD, etc.
I also told them going back to my old BIOS chip after clearing CMOS did not work (that is why I reloaded).
