Enabling display control panel

How can I enable the display control panel.

Each time I attempted to access the Display in the control panel a box comes out to tell me that the administrator has disabled it. I am the owner and the only user/administrator of my Dell Latitude cpi 400 R.

Without mincing words, I believe it probably has to do with installation of webshot desktop software/photos. Unfortunately uninstalling the latter failed to bring back the expected change- reversal of the unwanted “disabled display control panel”. Please, I’d very grateful to have this problem solved once and for all. Thank you for the anticipated understanding.
