Error 1904

While installing FileMaker Server 5, I encounter this error…

Error 1904.Module C\program files\FileMaker\FileMaker Server 5\FMPSPROP.DLL failed to register. HRESULT -2147024894

Has anybody seen this error before? Technet had one article I found, but it was on Outlook and it didn’t help me. This is a Win NT 4.0 SP-6a server. I am logged in as administrator when do this. Any help is appreciated.
