Error message while logging on to NT wor

I continue to recieve the error message

Cannot find the file ‘C:\Program’ or one of its components. Make sure file name is correct.

It doesn’t matter which profile I log on with. I have removed all programs from startup folder yet still get the message. Does anyone know the location in the registry to remove this.
