Error : STOP c0000218

My server is constantly rebooting after doing a physical memory dump. The error is as follows:

STOP: c0000218 {Registry File Failure} The registry cannot load the hive(file):
\System Root\System32\Config\SOFTWARE or its log or alternate. It is corrupt, absent or not writtable.

The server OS is Windows 2000 Server

Any help is greatly appreciated. I have tried repairing with the Win 2000 CD even with the ERD disk but nothing has changed.
