error trying to initialize modem…!

When i try to sign on to america online, i get the error message: Remote access service error: Error_State_Machines_Not_Started. What is causing this??? (I have windows 98, a lucent V.90 modem with updated drivers, my port settings are correct, and no other programs are using the modem).
