Event 7022: WWW, SMTP, NNTP service hung

I use Win 2000 Advanced Server with SP3, I read microsoft support and error and event messages about event 7022 in win2k resource kit and did what they said .. but nothing happend and errors still come and serives hung. now I would like to know whatdo you think?
