Event ID 12291 – W2K Pro machine

I have a stand alone Windows 2000 Pro machine receiving this error when it boots up.

The Event ID is 12291. The description is “SAM failed to start the TCP/IP or SPX/IPX listening thread”. Technet has an article with this error for NT4. However, the resolution isn’t applicable as I don’t have the registry keys it mentions.

This is a fairly simple setup. Dial-up internet access and minimal hardware. Any ideas?
