Event ID 7023

After installing Personal WebServer on a Windows NT 4.0 (SP6a) PC the following error is displayed in the event viewer:
EventID 7023 The World Wide Web Publishing Service terminated with the following error: Not enough resources are available to complete this operation.
No other errors are reported. Service Pack 6a has been reinstalled.
