Exception Error on Start of win 98

When I start Win 98 SE I get the following error messager:
An Exception 0E has occured at 0028:C0003E25 in VXD VMM(01) 00002E25. This was called from 0028:C000353F in VXD VMM(01) 0000253F.

The PC boots OK into Safe Mode but when trying to boot into Normal Mode I get the above message. Any help with this would be welcome.
