Exchange 2000 10% outbnd msg NO Delivery

Exch Srv primary DNS to Gate secondary ISP Mail Exchanger (first it was all internall)
Under Exch Admin MMC under a retry mail msg got the following msg…
“The remote server did not respond to a connection attempt.” ++
“Message Submitted to Categorizer” then it is going to the Routing and Queueing Engine.
>>>Technet says, that w2k srv does not have a built-in routing engine and the fallback is DNS routing.<<< If I use telnet mail.xxx.com 25 helo command I can talk to the remote mail srv. Ping and trace is all OK.... Please HELP..
