Exchange 2000

Have three separate locations connected by T1’s. Will have Windows 2000 servers one in each location. One server will run Exchange, and need to get Exchange to the other two sites. The two other sites will have 5-10 users each. Can this be done with one Exchange or will I need three? If so how can I do this?
