Exchange 2000 Exmerge

When attempting to Exmerge mailboxes from an information store, I get the following error in the exmerge.log log file

[07:56:44] Error opening message store (EMS). Verify that the Microsoft Exchange Information Store service is running and that you have the correct permissions to log on. – 0x80040111 ( (CMapiSession::GetMailboxesOnServer))

Svc acct I’m using has full permissions from the Org down, and no explicit denies are present.

Any suggestions are appreciated.
