Exchange 2000 not receiving outside mail

I am having a problem with my exchange server. I can send mail with it, but I cant receive any mail. The domain is set as domain.local and i need to set it to accept mail from domain.com. I cant get it to accept any mail from outside the domain.I am able to send mail inside, but anything coming in from the outside never gets in. I am not receiving a NDR.
