Exchange 2000 on Win NT Logon Problem

We are running Win NT4.0 with exchange 2000. The NetAdmin can logon from remote, but can’t delete. In addition, the users we have created cannot logon through the webmail. Are there specific settings or permissions in the mailbox creation that I am missing?
