Exchange 5.5

I was wondering if there is a setting on Exchange 5.5 for in house mail and internet mail to come in directly to the client.What is happening is the mail sits in the exchange database and waits for the client to open his outlook program for the first time and mail starts coming in.Any help would be appreciated.
