Exchange 5.5 Send on Behalf

have a customer that is using Exchange 5.5 with NT 4.0
One of the ladies can send on behalf for anyone, and she is not assigned for such. I have checked the advanced configuration tab and she does not have the permission to send on anyons behalf. How can I stop this??
