Exchange Administrator error

I have exchange 2000 running on windows 2000 in a test environment and for some reason, the exchange administrator program running on the exchange server computer cannot connect to the server. Why can’t the exchange administrator find the exchange server when it is on the same server? THe error is

The Microsoft Exchange Server Computer Does not respond.

ID no: DS_E_COMMUNICATIONS_PROBLEM

Also, this is the exchange 5.5 administrator, is there a exchang 2000 administrator available?
