Exchange POP

we were usin a third party e-mail system with pop3 access but now we upgraded for exchange -as its smtp we r fine with internal e-mail user can send & receive but when user try to send mail to internet (outside source) it doesn`t get thr..do i need to setup pop3 server or need to contact my isp ??any solutions with thanks
