Executing program causes system restart!

On a Win2000 pro Dell with Athlon 2000 processor, when we try to execute any operation within the program the system will auto. restart.
Upon deleting the offending program, I can no longer reload the program. The glass times out.
I have a virusprotection in force. I have checked the disk for errors with Norton.
Any suggestions?!
