Explorer

I have one PC where multiple users log on. I have a problem with about three of them. Every time they log on the explorer.exe does not load. It happens every time those three log in. What can cause this and how do I fix it? I’ve looked everywhere and can’t find anything about it. Any help would be greatly apreciated.
