Explorer error in Shell32.dll

In win98SE or Win ME by opening a folder with windows explorer an error message appears: “Explorer caused an error in shell32.dll” and
cannot open the folder. What is the cause and the solution?
Tried: reinstalling win Me, or reinstalling IE5.5 did not work, also tried removing all msconfig and startup files.
