Explorer Error in Win ME

The desktop goes white and the error reported is “Explorer has caused an error in Browseui.dll”. I can’t open folders or right click. I know that I can boot from an emergency startup disk, but I can’t create one nor can I find one that works. I have tried, get DOS error. I have recovery disks, but they will overwrite folders. I want to save all files. Please advise me how to boot and repair using scanreg /fix.
